Environmental permitting and permit-condition management

Strategy, studies and technical leadership of the process: from choosing the regulatory route to delivering what the permit requires.

On record

Permit conditions · renewal · technical defense

ARTs (technical responsibility records) filed with CREA-MG in the name of the responsible engineer, 2009–2026.

The problem

Permitting rarely stalls on the study. It stalls on the regulatory route, the reply to the agency and the condition nobody owns.

The wrong regulatory route leads to the wrong study. A half-answered information request sends the process back to the end of the line. A permit condition with no owner and no evidence comes back at renewal, as a new requirement or as a notice of violation.

H·MARIZ runs permitting as a sequence of decisions: which regulatory route applies, which studies it requires, who produces them, what the agency will ask and how each obligation will be met and evidenced.

Who it is for

  • Projects being developed, expanded or brought into compliance
  • Operations with a permit to renew or conditions behind schedule
  • Projects with an open agency requirement, opinion or notice of violation
  • Investors who need to know what is still missing to permit an asset

From complexity to plan

The process, structured.

The same project, before and after it is organized: workstreams, dependencies and the points where someone has to decide.

Conceptual modelConceptual model. The actual sequence depends on the type, size and location of the project and on the competent agency; no step here stands for a license granted.

Scope and deliverables

From regulatory screening to the last permit condition.

The whole process, or only the stage that is stuck. Every service ends in a deliverable.

  1. Permitting strategy

Classification, competent agency, permitting track and sequence of permits.

    Deliverable

Strategy note: regulatory route, required studies, risks and schedule.

  2. Studies and multidisciplinary coordination

RCA/PCA, RAS, studies for EIA/RIMA and control plans, with specialists under a single technical lead.

    Deliverable

Studies ready to file, with technical responsibility on record.

  3. Regulatory risk analysis

Constraints, activities requiring authorization, offsets and points of institutional conflict, before filing.

    Deliverable

Regulatory risk matrix: what blocks the project and what can be managed.

  4. Agency information requests

A close reading of what the agency asked and a technical reply that answers it, on time.

    Deliverable

A reply ready to file, traceable item by item.

  5. Permit-condition management

Every condition with an owner, a deadline, a routine and evidence.

    Deliverable

    Permit-conditions matrix and compliance reports.

  6. Regulatory engagement

Technical dialogue with the environmental agency and with intervening bodies throughout the review.

    Deliverable

Record of meetings, official letters and follow-ups.

  7. Process monitoring

Filings, deadlines and case movements followed through to the decision; the technical basis for the defense when a violation is issued.

    Deliverable

    Process status report.
